Default How much baking soda do you need to use to neutralize vinegar?

I was trying to get vinegar to 7 pH using baking soda but I needed to know how many grams of baking soda was needed.I ran out of time and it was still at 6 pH (using litmus paper to test) at 2.7g of baking soda.He said it was wrong. Whats the right amount? ------
